ENCLOSURE 1 Nebraska Public Power District Cooper Nuclear Station Oceket No. 50-298 NOTICE OF VIOLATION Based on the results of an NRC Inspection conducted during the period February 9 - March 6, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified.
Technical Specification 6.3.1 states that station personnel shall be provided detailed written procedures to be used for operation and main-tenance of system components and systems that could have an effect on nuclear safety.
CNS. Administrative Procedure 1.6, Revision 18, Section 1.6.2, which has been approved and implemented states, " Prior to signing the Clearance Order he CShift Supervisor] will ensure it is ccrrect."
t Contrary to the above, on February 13, 1981, the Shift Supervisor signed and approved an incorrect Clearance Order No. 81-42 (A) to remove 1B Residual Heat Removal Service Water Booster Pump from service for motor maintenance. This order removed 1A Residual Heat Removal Service Water Booster Pump motor heater from service rather than the 18 motor heater.
l Furthermore, this Clearance Order was executed as originally written and approved.
This constitutes a Severity Level V Violation (Supplement I.E).
Pursuant to the provisions of 10 CFR 2.201, Nebraska Public Power District is hereby required to submit to this office within 25 days of the date of this Notice, a written statement or explanation in reply, including (1) thc correc-tive steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full complience will be achieved.
