ADDITIONAL INFORMATION SERVICE WATER SYSTEM TECHNICAL SPECIFICATIONS CHANGE REQUEST
Dear Mr. Ippolito:
Summary This letter is to respond to comments received from NRC con-cerning Carolina Power & Light Company's (CP&L) technical specifications change request on service water system operability for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.
Background
on March 13, 1981, CP&L requested technical specifications changes for Brunswick which would allow a nuclear service water header to be shut down to perform necessary maintenance and modification work on the Service Water System. Following a review of this submittal, NRC requested a meeting with CP&L to further explain and justify the pro-posed changes. This meeting was held on March 24, 1981. NRC's comments from this meeting are addressed in the following discussion and in the attached revised technical specifications which entirely supersede those submitted by our March 13, 1981 letter.

An expanded safety analysis has been performed to ensure that.
no single active failure could result in inadequate diesel generator cooling or ECCS room and component cooling. No new instances were iden-tified which could impair the ability of the ECCS systems or diesel generators to perform their intended functions. The diesel generator service water supply valve, 2-SW-V255, was noted during the meeting to be a potential problem area. It was agreed that 2-SW-7255 would be locked open. Operating Work Procedures (OWP) will be revised to incorporate locking open 2-SW-V255.
Also, the appropriate OWP will specify that a sufficient number of service water pumps on the operating unit will be aligned to automatically feed the nuclear header.

Mr. T. A. Ippolito April 22, 1981 Several suggestions were made regarding changes to proposed technical specifications. The major changes were the addition cf a second dedicated qualified person to initiate conventional service water as needed and a periodic verification of two-way communication between the control roc = and the service water building.
There will continue to be a need to conduct periodic main-tenance on sections of the nuclear service water headers that are unisolable during header operations. For this reason, a permanent change to technical spec.ifications is requested. Attached you will find a complete revision of the changes submitted to you by our letter dated March 13, 1981. These changes replace in their entirety those pages previously submitted.
Schedule Request We request that you provide an expedited review of this request and grant approval for the changes by May 1, 1981. This will allow us to complete the necessary maintenance prior to scheduled startup of Brunswick Unit 1.
