NC-3F ISSUANCE OF AMENDMENTS TO FACILITY

OPERATING LICENSES The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 83 to Facility Operating License No. DPR-57, and Amendment l

No. 24 to Facility Operating License No. NPF-5, issued to Georgia Power Company Oglethorpe Power Corporation, Muni;ipal Electric Authority of Georgia, City of Dalton, Georgia, which revised the licenses for operation of the Edwin I. Hatch Nuclear Plant, Units Nos.1 and 2, located in Appling County, Georgia. The amendments are effective as of the date of issuance f

and are to be fully implemented within 60 days of Comission approval in f

accordance with the provisions of 10 CFR 73.55(b)(4).

The amendments add license conditions to include the Comission-approved Guard Training and Qualification Plan as part of the licenses.

The licensee's filing, which has been handled by the Comission as an application, coglies with the standards and requirements of the Atomic Energy Act of 1954, as amended (.the Act), and the Comission's rules and regulations.

Comission's rules and regulations in 10 CFR Chapter I, which are set forth I

in the license amendments. Prior pdlic notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

and environmental impact appraisal need not be prepred in connection with issuance of these amendments.

The licensee's filing dated May 28, 1980, and its revision sub-mitted by letter dated July 14, 1980, are being withheld from public disclosure pursuant to 10 CFR 2.790(d). The withheld infomation is subject to disclosure in accordance with the provisions of 10 CFR 89.12.

For further details with respect to this action, see (1) Amendment No. 83 to License No. DPR-57, and Amendment No. 24 to License No. NPF-5, and (2) the Comission's related letter to the licensee dated April 20,1981.
