~_N Director of Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 PRAIRIE ISLAND NUCLEAR GENERATING PLANT Docket No. 50-282 License No. DPR-42 50-306 DPR-60 License Amendment Request Dated April 30, 1981 Deletion of Appendix 3 Environmental Technical Specifications Attached are three originals and 37 conformed copies of this letter request-ing deletion of the Appendix 3 Environmental Technical Specifications of Operating Licenses DPR-42 and 60. Also attached is one copy of the license amendment class determination and a check in the amount of $1,600.00 for the amendment fee.

On January 19, 1981 the liinnesota Pollution Control Agency, the permitting agency under the US Environmental Protection Agency, issued the final National Pollutant Discharge Elimination System (NPDES) Permit No. 30i0004006 covering the Prairie Island Nuclear Geaerating Plant. A copy of the NPDES permit covering that facility is attached for your use in connection with this license amendment request. The Prairie Island Appendix 3 Environmental Technical Specifications consist of five sections which cover Definitions; Protection Conditions; Monitoring Requirements; Environmental Surveillance l and Special Studies; and Administrative. The NPDES permit contains effluent I

limitations and monitoring requirements, ecological monitoring, construction requirements for a new discharge structure downstream of 3arney's Point, construction requirements for an alternate condensor cooling water intake structure , de finitions , and management requirements.

I l The NPDES effluent limitations and monitoring requirements, thermal studies I and ecological monitoring requirements will provide appropriate protection for the environment. The environmental surveillance and special studies program required by the Appendix 3 Environmental Technical Specifications has been j conducted for over six years since two-unit operation began. No adverse i

ef fects on the enviren=ent have been detected during this time period, so elimination of the program is appropriate.

Director of Nuc?. ear Reactor Regulation April 24, 1981 Page Therefore, we request that the Prairie Island Appendix B Environmental Technical Specifications now be deleted, Facility Operating License section 2.C(2) be amended to eliminate the reference co Appendix B, and that the NRC rely on the requirements of the National Pollution Discharge Elimination Systems (NPDES) permit issued by the State of Minnesota for the protection of the aquatic environment.

In connection with the NPDES requireacnt for conatruction of a new discharge structure, it will be necessary in the relatively near future to establish new discharge temperature monitors at the edge of the new mixing zone and remove the existing discharge temperature detectors at Barney's Point to make way for construction activities. There fore , it is particularly important to obtain relief from the requirements of the Appendix B Technical Specifications in Section 2.2 and 3.2 by June 30, 1981. We believe that it is appropriate for the entire Appendix B Environmental Technical Specifications to be deleted by June 30, 1981 to eliminate some duplicative monitoring, surveillance and administrative activities, e -
