Gentlemen:

This refers to the routine inspection conducted by Messrs. R. D. Walker

and S. E. Shepley of this office on January 5, 1981 through February 6,

1981, of activities at the LaSalle County Nuclear Station, Unit 1,

authorized by NRC Construction Permit No. CPPR-99 and to the discussion

of our findings with Mr. R. H. Holyvak at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in

noncompliance with hTC requirements, as described in the enclosed

Appendix A, and a written response is required.

This is the second

occurrence of the out-of-service procedure being violated within a

12 month period (See Report No. 50-373/80-05).

In addition, Reports

No. 50-373/80-16, No. 50-373/80-43, and No. 50-373/80-56 document

incidents that have occurred in the last year, which appear to have

been caused by inadequate control of construction employees engaged

in work activities. Each of these incidents individually represent

only a minor safety concern.

The incidents taken collectively represent

a major safety concern particularly with respect to control of con-

struction employee work activities during the critical startup and power

ascension period for Unit No. 1.

Your written response should address

'

additional controls which you plan to implement to assure that the Unit

I startup and power ascension will proceed smoothly and safely despite

continuing construction activities at the LaSalle site.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public Document

Room, except as follows.

If the enclosures contain information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty-five days of the date of this letter, to withhold

such information f rom public disclosure. The application must include a full

statement of the reasons for which the information is considered proprietary,

and should be prepared so that proprietary information identified in the

application is contained in an enclosure to the application.

We will gladly discuss any questions you have concerning this inspection.
