Dear Mr. O'Reilly:

ign SEQUOYAH NUCLEAR PLANT UNIT 2 - ENVIRONMENTAL QUALIFICATION OF CLASS IE INSTRUMENTS IN THE VALVE HOOM - NCR'S SQN !!EB 8003 AND SQN EEB 8004 -

ADDITIONAL INFORM & TION The subject deficiency was initially reported to NRC-OIE Inspector M. Thomas cn April 7,1980, in accordance with 10 CFR 50.55(e). Interia reports were submitted en May 7, July 7, September 12, and October 13, 1980. A final report was submitted en December 10, 1980. A revised final report was subaitted a2 Januari 13, 1981.

Because TVA cannot access the valve roca during hot functional testing, our commitment to mplace unqualifie' d omble in the valve rcos before fuel load cannot be implemented until after hot functional testing is complete. The time required to mplace this cable could delay.fael load.

The potential for the harsh environment which could lead to failure of the cable does not exist at the time of fuel loading. Therefore, the cable will be replaced before initial criticality.

If you have any questions, please get in touch with D. L. Lambert at FTS 857-2581.

Very truly yours, TENNESSEE VALLEY AUTHORITY l
