Quad Cities Station Units 1 (nd 2 Proposed Amendments to Appendix A, Technical Specifications, for Facility Operating Licenses DPR-29 and DPR-30 Concerning Appendix J Requirements NRC Docket Nos.- 50-254/265:

Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison Company proposes to amend Appendix A, Technical Specifications, to Facility Operating Licenses OPR-29 and DPR-30 for Quad Cities Units 1 and 2, respectively. The proposed changes revise the primary containment integrated leak rate test (IPCLRT) requirements to more closely follow 10 CFR 50, Appendix J requirements.

The primary reason for the proposed change is to provide IPCLRT retest requirements and schedules which are consistent with 10 CFR 50, Appendix J. The NRC Standard Technical Specifications for BWR's was used as guidance in revising the IPCLRT requirement-sections of the Technical Specifications. Although much of the wording of the standard technical specifications was used in the

, proposed changes, the format was conformed to that of our existing Technical Specifications. The/ proposed changes also reference 10 CFR 50, Appendix J and ANSI N45.4, 1972, with regard to conduct of the IPCLRT.

Since the proposed changes are based on the standard technical specifications and the requirements of 10 CFR 50, Appendix J, we believe these changes will have no adverse effect on the i

public health and safety.

Pursuant to 10 CFR 170, Commonwealth Edison Company has reviewed the proposed amendments and determined them to be one Class III and one Class I. As such, a fee remittance in the amount of

$4,400.00 is provided.
