d Februar;r 25, 1981 Refer to:
Monaca Office Mr. John F. Aherne, Chairman U.S.
Nuclear Regulatory Commission Washington, D.C.
20555
Dear Chairman Aherne:
1 Please be advised of my efforts in favor of rhe Borough of Midland, Beaver County, Pennsylvania.
Due to severe roadway deterioration associated with Route 168 in Midland, Mayor Eli Corak and Borough Council have requested that
+
the U.S. Nuclear Regulatory Commission grant consideration to an emergency allocatien for the immediate rehabilitation of the damaged i
pcrtion cf the roadway.
i lt Should an emergency cccur at the neighboring Shippingport nuclear power facility, the state-maintained roadway has been designated the primary evactation route for the communities of Midland, Ohieville and South Beaver.
Compounding this factor, both residents and bcrough officials are alarmed by restricted public access to vital emergency services, along with necessary residential travel involving work and school transportation requirements.
The Pennsylvania Department of Transportation has provided funding fcr the hiring of a censultant to assess the nature and extent of the roadway detericration, while ascertaining those costs necessarily dicated upon budgetary limitations, the Cc=monucalth is ostensibly precluded frem awarding funds required for resulting corrective action to alleviate the slide along Route 168.
Recognicing the unwarranted and unacceptable threat to the public i
safety,' health and welfare of thousands of Beaver County residents if denied access to the primary evacuation route, I urge that the U.S.
Nuclear Regulatory Ccmmission initiate an immediate review of this impending crisis.
Further, I appeal for any emergency of discretionary funding that may be available to the Commonwealth to rectify this situation.

'i I respectfully request that you personally accord this appeal the priority it demands.
Accordingly, I would appreciate your response i
as soon as possible.
Your usual prcmpt attention to such matters is gratefully appreciated.

Honorable Eugene V. Atkinson Congress of the United States House of Representatives Beaver Valley District Office 408 Beaver Valley Mall i
Monaca, Pennsylvania 15061 i
Dear Mr. Atkinson:
This letter is to advise you of our progress in resolving the slide condition that exists on Route 168 in Midland Borougn.
Since my November 24, 1980 letter, the following developments have occurred.
We have received the consultant's final report.
Several options have been presented by the censultant to correct the slide condition. Costs range from $1.0 million to $2.3 million not including design and other necessary roadway work.
Our major concern now is funding. We are currently investi-gating different funding avenues; however, at the present time, funding for this project is uncertain.
We will continue to keep you informed as we make further pro-gress.
