Dear Congressman Atkinson:
JSears Your letter of February 25, 1981, to Chairman Ahearne, Nuclear Regulatory Cc: mission, has been referred to me for response.
Your letter concerned the severe roadway deterioration on Route 168, an evacuation route for the environs of the Shippinport Nuclear Facility.
On December 7,1979, President Carter directed that the Federal Emergency Management Agency (FEMA) head up all Federal emergency activities associated witn the offsite planning and response to all peacetime radiological residents at nuclear reactor facilities. We are therefore forwarding your letter to FE"A for response.
In closing, it should be noted that the Nuclear Regulatory Commission has not been appropriated funds by the United States Congress for the kind of roadway rehabilitation described in your letter.
Sincerely, (Sp.cf E!hn 1. chks William J. Dircks Executive Director for Operations cc: Mr. John Dickey, FEMA
