YANKEE ATOMIC ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issuedAmendmentNo[65 to Facility Operating License No. DPR-3, issued to Yankee Atomic Electric Company (the licensee), which revised the license and its appended Technical Specifications ~ for operation of the Yankee Nuclear Power Station (Yankee-Rowe)(the facility) located in Rowe, Franklin County, Massachusetts. The amend;aent is effective as of its date of issuance.

9 The amendment revises the Technial Specifications to provide reasonable assurance that the limits and administrative requirements which were determined to be acceptable following the implementation of thh TMI Lessons Learned Categcry "A" items are maintained. Additional license i

conditions are also added to implement a program to reduce leakage from systems outside containment which could contain highly radioactive fluids i

during a serious accident an'd to implement'a program to ensure the accurate determination of airborne iodine concentration in vital areas under accident conditions.

l, The application for, the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and. regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules l

and regulations in 10 CFR Chapter I, which are set forth in the license j

amendment. Prior public notice of this amendment was not requi.ad since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant
