Box 499 g\\ s Columbus, Nebraska 68601 Gentlemen: This letter is to provide update information concerning admittance of NRC personnel to your facility. Reference is made to our previous letter of March 3, 1981. The NRC Region IV inspectors who are identified in Enclosure 1 require frequent and extended access to protected and vital plant areas. It is requested that they be provided pemanent non-employee, no escort required, picture badges as authorized by 10 CFR 73.55(d)(5). Consistent with normal plant escort require-ments, individuals on this list are authorized to serve as escorts for all other NRC personnel, consultants and contractors. For any areas of a plant where a "two-man-rule" is applicable, combinations of NRC personnel, consultants and contractors will suffice to meet the two-man requirement provided at least one is identified from Enclosure 1. The NRC Region IV inspectors listed in Enclosure 2 may visit your facility on an announced or unannounced basis at any time of the day or night. After they have presented official identification, they are to be processed into your facility in the same manner as an employee not regularly employed at this site. Such inspectors are to be badged for unescorted access to the protected area only and should be afforded access to the site without any delays other than those normally involved with entrance search and personnel identification and registration. Enclosure 3 lists NRC Region IV Physical Security inspectors. These inspectors should be afforded the same privileges as those inspectors listed in Enclosure 2, with access also being permitted into the CAS, SAS and other vital areas pertinent to the perfomance of their inspection. Other NRC Region IV personnel not accompanied by an individual indicated in either, 2 or 3 are to be provided site access only after telephonic verification of access authorization has been effected between you and the Region IV Duty Officer or appropriate Region IV Branch Chief at (817) 465-8100. describes the Region IV Mobile Laboratory. o Nebraska Public Power District We request that a site orientation relevant to the issuance of badges, escort duties and emergency evacuation be afforded those personnel listed in Enclosures 1, 2 or 3 if such training has not previously been provided. Other NRC personnel may, at your option, be given a special indoctrination sufficient for them to have unescorted access to the protected area.
