Gentlemen:

This letter refers to the Special Physical Security inspection conducted by

Mrs. C. Perny, Security Inspector, of this office on March 16-18, 1981, of

activities authorized by NRC Operating License Nos. DPR-32, DPR-37, NPF-4 and

NPF-7.

The discussion of our findings was held with Mrs. P. Ferguson of your

nuclear security staff at Richmond, Virginia.

The areas examined during this inspection included your Security Force Training

and Qualificatioa Program and your measures to screen personnel for access to

nuclear power plants. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with personnel,

and observations by the inspectors.

Within the scope of this inspection, no items of noncompliance were disclosed.
