NRC INSPECTION REPORT 50-354/80-14 AND 50-355/80-14 SUPPLEMENTAL INFORMATION NO. 1 AND 2 UNITS HOPE CREEK GENERATING STATION Your letter dated January 26, 1981, requested specific information in addition to that supplied by our December 2, 1980, letter with regard to the above referenced inspection report.
The following is provided in response to your request.
1.
CRD Mechanism - Housing Support Installation The code basis for installation of control rod drive support beams had been established as AWS by General Electric (NEBG)
Drawing No. 761 E 724, prior to start of work.
General Electric (I&SE) Weld Procedure HC-79-1000-D had been reviewed l
by Bechtel Engineering with the only comment being "Use of the procedure, at this time, is restricted to the GE/I&SE work on CRD restraint beam and CRD support beams only."
General Electric (I&SE) performed welding in accordance with this procedure.
Bechtel review of General Electric (I&SE) Weld Procedure l
HC-79-1000-D was performed recognizing that welding in ac-cordance with ASME welding standards was an acceptable alternative to AWS, and Bechtel review was to ASME weld standards.
General Electric (I&SE) misunderstood the Bechtel review as a review to AWS welding standards.
- Hence, confusion arose when questions were raised concerning weld qualification for skewed angles.
Future reviews will be conducted more thoroughly to assure that the baseline requirements are clear and adequately addressed.

CRD Mechanism,- Housing Support Installation (Continued) Additional review of the subject procedure, its applications and implications, is being performed by Bechtel Engineering in San Francisco. This review and subsequent resolution are scheduled for completion by Bechtel on March 13, 1981. Bechtel's actions will then be reviewed by PSE&G and subse-quently made available to your Resident Inspector for his review. 2. Structural Steel Bolting Inspection Bechtel Quality Control inspects structural steel bolting operations in accordance with Project QA Instruction (PQCI) 10855/C-2.10, " Structural Steel Erection." This PQCI describes the inspection activities to be performed by QC to verify that structural steel erection conforms with Bechtel Specification C-126 (Q) and the applicable provisions of the AISC Steel Construction Manual. When Specification C-126 (Q) was revised to allow bolt installation by the calibrated wrench method, the PQCI was also revised to cover the new installation method. The revised PQCI did not reflect AISC " installation" requirements which are referenced in the " inspection" section of AISC. As written, the PQCI generated misunderstanding among responsibile Civil QC Inspectors. Subsequent revisions to PQCI's will be reviewed more thoroughly to assure that all applicable requirements are defined and incorporated. This occurrence should not be constr2ed as a pattern or inade-quacy in the QC Program. PQCI 10855/C-2.10 has been revised to reflect the AISC " installation" requirements. The responsible Civil QC Inspectors have been reinstructed in the correct bolting installation and inspection requirements. Documentation of these actions is available on site for review by your Resident Inspector. Inspection of structural steel bolting by Bechtel QC is presently in compliance with Project require-ments.
