Dear Mr. Crouse:
In Reference (1), we requested that you include diesel generator-(DG) fuel oil within your Quality Assurance Program or provide a justification for not doing so.
In Reference (2) you responded to our request by stating that.DG fuel oil.was not covered within the Davis-Besse Quality Assurance Program, but that measures were in effect at the plant that meet the intent of Regulatory Guide 1.137, " Fuel Oil Systems for Standby Diesel Generators".
You concluded, therefore, that it was not necessary to in-clude DG fuel oil within the Quality Assurance Program.
!!e have reviewed your response and do not consider that you have proposed an acceptable alternative to our position stated in Reference (1).
If you do not intend to include the DG fuel oil within your Quality. Assurance Pro-gram, we consider that your current Technical Specifications regarding DG fuel oil should be revised to include the following requirements:
1.
At least once per 92 days a sample of diesel fuel from each Emergency Diesel Generator Fuel Oil Storage Tanks be obtained-in accordance with ASTM D270-65 and be within the acceptable limits specified in Table 1 of ASTM D975-74 when checked for viscosity, water, and sediment.
2.
Immediately prior to transfer of the diesel fuel oil to an Emergency Diesel Generator Fuel Oil Storage Tank, a sample of fuel being trans-ferred be obtained in accordance with ASTM D270-65 and be within the acceptable limits specified in Table 1 of ASTM 0975-74 when checked ~for-viscosity, water, and seuiment.
