Gentlemen:

This refers to the special announced inspection conducted by

Messrs. J. E. Konklin, K. R. Naidu, and J. H. Neisler of this office

on January 29 and February 4,1981, of activities at Byron Nuclear

Generating Station, Units 1 and 2, authorized by NRC Construction

Permits No. CPPR-130 and No. CPPR-131 and to the discussion of our

findings with Mr. V. Schlosser and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

No items of noncompliance with NRC requirements were identified during

the course of this inspection, which was conducted as a review of your

corrective actions in response to the RIII Immediate Action Letter

dated January 13, 1981. Based on that review, this office concurred,

on Fe'uruary 4, 1981, with your resumption of safety-related electrical

installation activities in accordance with the requirements of the

Immediate Action Letter.

The findings from IE Inspection 50-454/80-25 and 50-455/80-23 which

resulted in the issuance of the February 4,1981, Immediate Action

Letter are still under review. These findings and any attendant

enforcement action will be issued upon completion of our review.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection repo-t will be placed in the NRC's Public Document

Room, except as follows.
