Response to IE Bulletin 81-1, " Surveillance of Mechanical Snubbers" Yankee Rowe does not have in use nor in storage any INC Mechanical Snubbers and therefore are responding to Item 3 of " Actions To Be Taken By Licensees Of Operating Reactors". Item 3 requests that we provide a schedule for an inspection program covering mechanical snubbers produced by manufacturers, other than INC, installed on safety related systems and that a visual examination and manual test described in Item 1.a be performed. We feel that the requirement for a manual full range stroke test is an excessive requirement for verification of the snubbers freedom of movement. It is estimated that to meet the requirements of Item 1.a for the mechanical snubbers mounted on the steam generators, which are considered " inaccessible", would require 1150 manhours with an exposure of 350 man REM. The objective of Item 1.a appears to be that the mechanical snubbers have freedom of movement and we feel that the movement between the hot and cold settings will adequately demonstrate freedom of movement without excessive exposures to personnel. Therefore, during the scheduled 1981 refueling outage we will perform a visual examination for damage and verify that all the mechanical snubbers installed on safety related systems have freedom of movement by comparing the difference between the hot and cold settings. 81040sO M M
