BOSTON EDISON COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 47 to Facility Operating !icense DPR-35, issued to Boston Edison Company, which revised the license for operation of the Pilgrim Nuclear Power Station, Unit No.1, located near Plymouth, Mass'achusetts. The amendment is effective as of the date of issuance and is to be fully iplemented within 60 days Of Comission approval in ccordance with the provisions of 10 CFR 73.55(b)(4).
The amendment adds a-license condition to 'nclude the Commission-approved Guard Training and Qualification Plan as a part of the license.
The licensee's filings, which have been hand'e.d.by the Comission as an application, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the' Act), and the Comission's rules and regulations. The Commission has ma'de appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of the amendment was not required since the amendment dues

. to 10 CFR 551.5(d)(4) an environmental impact-statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of the amendment.
The licensee's filings dated August 18,1979, May 27, September 18, and October 24, 1980, are being withheld from public disclosure pursuant to 10 CFR 2.790(d). !!;: withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
