Dear Mr. Chairman:
Public Law 96-295 (Sectior. 302) authorized and directed the NRC to enter into a contract for an independent review of the Commission's management structure, processes, procedures and operations.
The contract was to have provided for submission of a report of findings and recommendations to the Commission not later than one year fram the date of enactment of the Act (June 30, 1980), and prompt transm#ctal of the report to the Congress.
It'was estimated that such a r2 view would cost approximately
$250,000 to S500,000.
It is our view that Congressional concerns in a number of areas such as crisis management, EE0 policies, and need for improved coordination and communication are being adequately addressed by actions already underway.
The NRC revised emergency response procedures and capabilities and we have implemented major improvements in this area. Similarly, a review is being conducted of our EE0 policies and procedures.
Regarding staff communication, approval of the President's Reorganization Plan #1 of 1980 has significantly clarified the roles and communication responsibili-ties of the Commission, Chairman, Executive Director for Operations, and staff.
M ven the fact that~no permanent Chairman has been appointed and that most of our attention is now being focused on reducing the licensing backlog, the Commission requests that Congress postpore the requirement for.NRC to expend resources on the issues remaining under this review.
