Dear Mr. Chairman:

Public Law 96-295 (Section 302) authorized and directed the NRC to enter into a contract for an independent review of the Commission's management structure, processes, procedures and operations. The contract was to

have provided for submission of a report of findings ind recomendations to the Commission not later than one year from the date of enactment of the Act (June 30, 1980), and prompt transmittal of the report to the Congress.

It was estimated that such a review would cost approximately

$250,000 to $500,000.

It is our view that Congressional concerns in a number of areas such as

~

crisis management, EE0 policies, and need for improved coordination and comanication are being adequately addressed by actions already underway.

The NRC revised emergency response procedures and capabilities and we have implemented major improvements in this area. Similarly, a review is being conducted of our EE0 policies and procedures.

Regarding staff comunication, approval of the President's Reorganizction Plan #1 of 1980 has significantly clarified the roles and comunication responsibili-ties of the Commission, Chairman, Executive Director for Operations, and staff.

Given the fact that no permanent Chairman has been appointed and that most of our attention is now being focused on reducing the licensing backlog, the Commission requests that Congress postpone the requirement for NRC to expend resources on the issues remaining under this review.
