'k South Texas Project Units 1&2 Docket Nos. STN 50 498, STN 50-499 Fifth Interim Report Concerning Welds In the Essential Coolina Water Svstem On March 12, 1980, in accordance with 10CFR50.55(e), Houston Lighting

& Power Company notified your office of an item concerning rejectable indica-tions in the radiographs of the girth welds in the Essential Cooling Water (ECW) system pipe. As a result of the limited restart program for ASME Pipe and Pipe Support Welding approved by your office on November 21, 1980, Houston Lighting & Power has initiated a ECW system reexamination and repair program.

All accessible ECW welds will be subjected to a 100% vi ual, liquia penetrant and radiographic examination. Welds identified 6t bring rej:ctable will be replaced or repaired as required. In some casts ,ections of picing will be remo,ed from systems to facilitate inspection re moa b of welds within the section. All weids within the removed sectic li ' axarined and repaired as required. The new end welds will also be examined upon replacement of the section. Data collected from this reexaminatica process will be utilized to perform an engineering evaluation for the limited number of inaccessible welds, i.e., welds in ECW piping encased in concrete or buried beneath concrete structures. Welds detemined to be unsatisfactory will be brought into confomance with the project design requirements.

The schedule for completion of these corrective actions remains con-sistent with that previously provided in ST-HL-AE-575 dated November 19, 1980.

The next report concerning this item will be submitted by September 30, 1981.
