O ENCLOSURE 1 Arkansas Power and Light Company Arkansas Nuclear One, Unit No. 2 Docket No. 50-368 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted during the period of November 22 through December 21, 1980, and in accordance with the Interim Enforcement Policy 45 FR 66754 (October 7, 1980), tha following violation was identified:
Your letter of August 27, 1980, to the Commission in response to Inspection Report 50-368/80-11 provides, in part, the corrective action taken as a result of infraction 368/8011-3 which related to your failure co provide adequate access control to high radiation area doors.
One item of corrective action specified for this infraction was that "... Issuance of keys to high radia-tion area doors has been removed from Plant Security responsibility and is under the administrative control of Health Physics personnel and the shift supervisor." Your response further stated that "... Full compliance was achieved by September 1, 1980."
Contrary to the above, on December 12, 1980, the key to door 359, an access door to a high radiation area, was determined not to have been removed from, and was still under the control of, Plant Security... not under the admini-strative control of Health Physics personnel.
This constitutes a Severity Level IV Violation (Supplement I.D.3)
You have effectively implemented your commitment and completed corrective action action which should avoid further noncompliance.
Therefore, no critten response is required for this violation.
