Gentlemen:

This refers to the routine inspection conducted by Messrs. J. E. Konklin

-

and F. C. llawkins of this office on January 21-23, 1981, of activities at

the Perry Nuclear Plant Project, Units 1 and 2, authorized by NRC Construc-

tion Permits No. CPPR-148 and No. CPPR-149 and to the discussion of our

findings with M. R. Edelman and G. V. Groscup and others of your staff at

-

the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, al described in the enclosed Appendix A.

As a result of these findings, on January 27, 1981 we issued an Immediate

Action Letter confirming the stop work imposed by you on Metalweld, Inc.,

the site safety-related coatings contractor. Your letter of January 26,

1981 details the corrective actions you are taking in response to the NRC

' inspection findings. No further written response to the findings of this

inspection is required.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document

Room, except as.follows.
