FSAR CHAPTER 14 - RIVER BE'iD DMu11er PCheck Our reviews of the initial test programs for recent OL applications indicate that our review time would be significantly reduced had these applicants addressed and accounted for staff inforration reouests on previous applications. All of our recent reviews have contained questions and positions identical or similar to those whi.lh had to be resolved during previous reviews. Had the applicants resolved these staff questions and positions in their original FSAR Chapter 14 submittal, we estimate the Chapter 14 review process would have been made more efficient.
As a future applicant for an operating license, we believe you should consider the cuestions and staff positions on Chapter 14 sent to other recent OL applica:,ts. In the case of River Bend, our requests on Grand Gulf, LaSalle or WNP-2 would be appropriate plants to this end.
Incorpora-ting the resolution of these items into your initial FSAR will reduce NRC review time and should help ensure that the review of your initial test program descript"n will not impact your schedule for fuel load or startup.
No reply to this letter is required. However, the apprppriate information should be included in your Fir:al Safety Analysis Report once tendered.
