TilERMAL CHARACTERISTICS OF COOLING WATER DISCHARGE In 1980 the temperature of the ambient intake water, the teraperature of the discharge water at Outfall 001, and the flow rate of the discharge water at TSree Mile Island Nuclear Station (TMINS) were continuously monitored.
The date, time, terperature, and flow rate were recorded at the Station.
The minimum, average, and maximum of the discharge ten.peratures and the changes in temperatures (AT) between the intake and discharge and the flow rates are summarized and reported below:

- 2. pil During 1980, pil was determined prior to each discharge from the TMINS Unit 1 Neutralizer Tank. The analysis was performed according to an accepted method as described in Standard Methods ~or the Examination of Water and Wastewater (American Public Health Association 1976)*.
The date, time, and pil of all sampics were recorded on Waste Neutralizing Tank Release Permits.
The minimum, average, and maximum pH values, as well as the number od discharges per month (frequency) are presented below:

These specifications limit the concentration of dissolved solids to less than 500 ppm as a monthly average and 700 ppm at any time.
Suspended solids may not exceed 560 ppm at any time.

During 1980, chlorination was conducted only _ once (March 26) at Three Mile Island Nucicar Station.
A grab r: ample from Outfall 001 (main discharge) was taken when the maximum residual chlorine concentration was expected. The sample was taken to the chemistry laboratory and analyzed for total residual chlorine by amperometric titration technique as described in Standard Methods for the Examination of Water and Wastewa'ter (American Public 11ealth EsbEllitEnT 1976).
No residual chlorine was detected in this sample.

CllD11 CAL RELEASE INVENTORY During 1980, the chemicals used at Three Mile Island Nuclear Station and' discharged to the Susquehanna River aquatic environment, excluding chemicals used in laboratories, were tabulated f rom station inventory and operating records. The chemical nane, the system and unit from which the chemical was released, and the amount of chemical inventoried during the year are summarized and reported below:

EROSION CONTROL INSPECTION On April 18 and 21, 1980, foot patrol inspections were performed on the transmission line corridors associated with the Three Mile Island Nuclear Station (TMINS).
These corridors run from TMINS to the Middletown and llosensack Substations.
No evidence of erosion, as may be associated with transmission line maintenance, was found.

IlERBICIDE APPLICATIONS, During 1980, herbicides were not used in the transmission line corridors associated with the Three Mile Island Nuclear Station.
14.
UNUSUAL OR IMPORTANT ENVIRONMENTAL EVENT During 1980, there were no unusual or important, nonradiological events reculting from the operation of the Three Mile Island Nuclear Station.
15.
EXCEEDING LIMITS OF OTHER RELEVENT PERMITS _

During 1980, four noncompliance reports were submitted as required by the Three Mile Island National Pollutant Discharge Elimination System (NPDES)
Permit No. 0009920.
In order to comply with the requirements of Section 4.6.2 of the TMI-2 Environmental Technical Specifications, copies of the noncompliance reports, numbered 80-01 through 80-04, were sent to the NRC.
Noncompliances 80-01 and 80-02 occurred at the Industrial Waste Treatment System (IWTS) which is designated as NPDES-discharge number 107.
These noncompliances were caused by excess loading of the IWTS.
Corrective measures such as recycling of flows have been inplenented when excess load conditions exist.

_ o 1:oncompliances 80-03 and 80-04 also occurred at the IWTS, discharge number'107.
2 These noncompliances were a result of operator error.
The necessary supervisory ~ steps were taken to preclude future occurrences.

ENVIRONMENTAL PROGRAM DISCRIPTION DOCUMENT The Environmental Program Description Document (EPDD) consists of portions of a. series of procedures covering the programs requfi.J by Sections 3.1 and 4 of the Three Mile Island Station Unit 2 Environmental Technical Specifi-cations.
The table on the following page lists these procedures.
During 1980, all procedures contained in the EPDD were revised to reflect administrative changes at THINS.
These changes did not impair the ability of the procedures to satisfy the technical requirements of the ETS.

CilANGES IN PROCEDURES, STATION DESIGN, OR OPERATION During 1980, all proposed changes in procedures, station design, or operation were reviewed for potential environment'al impact in accordancr with Environmental Technical Specifications and administrative quality assurance procedures.
The reviews insured that no changes were performed which could cause an adverse environmental impact, or which could change the findings of the Final Supplement to the Final Environmental Statement.

CilANGES MADE TO ENVIRONMENTAL TECllNICAL SPECIFICATIONS 1
The following are changes to the TMI-I or TMI-2 Environmental Technical Specifications for 1980:
TNI-1 ETS Amendment 51 dated 1/28/80 deleted Section 4.0 on Environmental Surveillance and Special Studies.
Amendment 58 dated 9/15/80 moved the organization chart of Section 5 to Figure 6-1 of Appendix A.
TMI-2 ETS Amendment 10 dated 2/11/80 added EPICOR II ventilation system and deleted Section 5.1, 5.2, and 5.3 on preaccident management organization.

CilANCES IN PERMITS AND CERTIFICATIONS During 1980, a withdrawal of a nending request for an adjudicatory hearing regarding NPDES Permit No. 0009920 was submitted to the EPA.
The EPA also issued approval to perform Fire Brigade Training with open burning.
A request to leak test two 500,000 ga] Ion storage tanks in Unit 2 whs cubmitted to PaDER.
Copics of the above referenced documents were sent to the NRC.
