This refers to the QA Prcgram inspecticn ccnducted by Mr. J. W. Sutten of this office en January 19-23, 1981, of ycur facility at El Cajen, Califcrnia, and to the discussion of our findings with ycu and members of your staff at the ccnclusion of the inspection.

This inspection was mace to confirm that, in the areas inspected, your QA Program is being effectively implemented.

The inspecticn effort is not designed to assure that unique quality requirements imposed by a custcmer are being implemented; nor to assure that a specific prcduct, cccoonent or service provided by you to your customers, is of acceptable quality.

As you knew, the NRC requires each of its licensees to assume full responsibility for the quality of specific prcducts, ccmcenents or services precured frca others. Ycu shculd therefore not conclude that the NRC's inspection exemots ycu frcm inspecticns by an NRC licensee or his agents ncr frcm taking effective corrective acticn in response to their findings.

Areas examined during the inspecticn and our findings are discussed in the enclosed report. Within these areas, the inspection cc1sisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

Within the sccpe of this inspection, we found no instance where ycu failed to meet NRC requirements.

In accordance with Section 2.790 of the Ccnmission's " Rules of Practice,"

Part 2, Title 10, Code or Federal Regulations, a ccpy cf this letter tcgether with the enclosed inspection recort will be placed in the Ccmmission's Public Cccument Room.

If this report contaMs any information that you believe cc be oroprietary, it is necessary that ycu make a written application within twenty-five (25) days to this office to withnold sucn infonnation frcm public cisclosure.

The application must include a full statement of tne reascns wny it is claimed that any proprietary infornation is orcerietary.

The acplication should be prepared so that prcorietary information identified is contain in an enclosure to the applicaticn, since the acplicatien without the encicsure vill also be placed in the ublic Cccument Rocm.
