Dear Mr. Vollen:
On March 20, 1981, I received your March 13 inquiry into the status of the Staff review of the Bailly construction pennit applic.ation and the date by which it expects to issue its environmental impact appraisal (EIA) in this matter.
As indicated in my January 16, 1981 letter to the Board, the Staff had decided to retain a consultant to assist in the preparation of the EIA.
That centract was executed on March 19, 1981.
l The press of competing Staff assignments, including the priority reduction in the backlog of near-tenn operating license applicaticast make it difficult to assign a date by which the Staff review of the pretent application will be concluded with certainty.
Nonetheless, with the aforementioned contract now in effect, the Staff hopes to complete its evaluation of this application, including the issuance of an EIA, by I
carly June,1981.
