Dear Members of the Board:
In an October 30, 1980 letter, the Staff advised the Board that it hoped to complete its environmental impact appraisal (EIA) in this matter by January 15, 1981. This has proved unachievable. This is due primarily to the fact that the individual who analyzed the effects of construction dewatering during the Bailly construction permit proceeding and early construction on behalf of the Staff is no longer with the NRC.
Efforts are in progress to retain this person to perform the analysis of the post-extension dewatering effects as a staff consultant.
It could take several weeks or more for the necessary contract to be authorized and executed and the necessary environmental analysis performed. The Staff will inform the Board and prties when a realistic date for the issuance of the EIA is known.
