Parczewski, and Charles G. Tinkler, being of legal age and duly sworn, depose and say as follows: a 1. During the course of the staff's review of the infomation l presented by the applicant on the record on fiarch 19, 1981, Mr. Polk checked into construction details of the air handling unit ducts. He noticed that certain Westinghouse drawings (marked as approved by Duke Power Company) show that between the wall of the downcomer portion of the air handling unit duct and the riser portion of the duct, there is a k-inch layer of insulation material 3 identified as "glastrate" (18 #/Ft ; K=0.30) made by Owens-Corning. This material extends the full height of the air handling ducts and the full width of the air handling ducts out to i 8103310148

,, - the steel spacers (1 1/8"x2 1/4"). The steel spacers are located in the duct attachment flange attached to the.U-shaped support ' channel--key-stone shaped area -(See Staff Exhibit 0 attached), fir. Polk has prepared the sketch shown in figure 1, attached, which more clearly shows the location of the insulation material. The infomation shown on this sketch is taken from Westinghouse drawings 1189E74,1187E82,1145E16. 2. After being so infomed by f1r. Polk, Mr. Noonan called Duke Power Company to request that they confim that such insulation ,1 barrier is reflected in their drawings and that they confim that such insulation is, in fact, installed at the McGuire facility. f1r. Noonan was infomed by fir. Hudson of Duke that, in fact, Duke 4 had confirmed the existence of the insulation barrier on their i drawings and had visually inspected the air handling duct area to assure that such insulation was, in fact, installed. In addition, Duke conf Ned that the fiberglass material between the panels is "glastrate" made by Owens-Corning as represented on Duke Power Compdny drawings. I

3. Mr. Tinkler and Dr. Parczewski have reviewed the heat j

transfer analysis discussion of Mr. Rasin. (See Tr. 5040-5225). The existence of the insulatic, barrier between the walls of the central panel separating the domicomer duct from the riser duct I will tend to result in somewhat more unifom distribution of heat

in the middle. panel area and a more unifonn transfer of radiant heat energy from' the middle panel to the panel adjacent to the polyurethane foam.

This tends to more closely approximate the model assumed by Mr.' Rasin in his calculations. 4. Also the existence of an insulation barrier between the walls of the ducts in the area of the duct attachment flange will tend to reduce' the heat transfer from flame to polyurethane foam in the so-called h-inch space in'the keystone' shaped area. The. discussions in the record indicated that in this area only a thin netal wall sepcrated the flame from the polyurethane foan. i 5.
