LOSS OF AUTCMATIC ECCS ACTUATION CAPABILITY FRCM HICH ORYWELL PR SSJ1

On March 23 an instrument technician, investigating a drywell low pressure ala. '"l # 9 i identified that seven of tM eight panel valves were closed.
These safety-relate valves isolated twelve instruments which automatically actuate emergency core cooling systems on high drywell prissure. Manual actuation was available from the control room.
The licensee is investigating the closure of these valves.
Following identification of the closed valves, valve lineups were performed and no other discrepancies were identified.
The unit has been operating since March 14. The resident inspector is actively involved in investigating this occurrence. Other regions have been informed by Region II.
A Confirmation of Action Letter is being prepared for transmittal to the licensee.
M2dia interest has not occurred at this time. A news release is planned by the licensee. A press release is not planned by the NRC at this time.
The State of Georgia has been informed.
Region II (Atlanta) received notification of this oc::urrence by telephone from Haadquarters at 6:40 p.m. on March 23, 1981.
