Background===

This is in regard to Mr. D. G. Eisenhut's November 20, 1980 letter concerning Inservice Surveillance Requirements for snubbers under Standard Technical Specifications. This letter requested that each licensee submit a license amendment application to incorporate applicable portions of model Technical Specifications into Appendix "A" Technical Specifications.

Status Carolina Power & Light Company (CP&L) reviewed the model Technical Specifications transmitted by Mr. Eisenhut's letter as they apply to the Brunswick Steam Electric Plant (3SEP) Unit Nos. 1 and 2.

CP&L was preparing the license amendment application to revise the Brunswick Technical Specifications when a routine functional test of snubbers on Unit No. 2 revealed what a'ppears to be a significant problem with the hydraulic snubbers (refer to LER 2-81-41).

CP&L feels that we must analyze the current snubber problem in conjunction with the technical specifications changes to assure that our license amendment submittal is thorough.
