Atlanta, Georgia 30303 ATTENTION: Mr. James P. O'Reilly Gentlemen:
Georgia Power Company responds as follows to the NRC Inspection Report 50-321/80-44 and 50-366/80-44, dated February 5,1981, concerning the notice of violation for Hatch Units 1 and 2.
Violation Technical Specification 6.8.1 requires that maintenance activity on safety related equipment be controlled.
Contrary to the above, the timeliness of maintenance activities was not adequately controlled by management controls; in that 4 days (June 26 -
July 1,1980) elapsed from the time a potentially inoperable snubber was identified (MR No. 1-80-3424) until the snubber was removed and tested.
This is a Severity Level V Violation (Supplement 1.E).
Response
Maintenance, as discussed in Item 7 of NRC Inspection Report 50-321/80-46 and 50-366/80-46, was not performed in a timely manner.
On June 26, 1980, a potentially inoperable snubber was discovered. A maintenance request was written, and although routed through proper channels, the ramifications of the potential inoperability of the snubber was not recognized and the required maintenance was not performed in a l
timely manner. The maintenance request procedure clearly states that the Maintenance Request (MR) will be reviewed to determine possible effects on componerit or system operability. MR No.1-80-3424, in its review, was not recognized as having a potential effect on system j
operability.
i Personnel responsible for review of maintenance requests have been cautioned to recognize the effects potentially inoperable equipment may have on systems and to take steps in accordance with the maintenance request procedure to insure proper management controls on the t'mely implementation of maintenance on such equipment.
To further assist in prevention of a recurrence of this type of situation, the snubber inspection procedure has been revised to include immediate action to be taken upon the discovery of a potentially inoperable snubber.

Compliance with the revised snubber inspection procedures was achieved on February 26, 1981.
