' RICE OF ISSUANCE OF AMEND! TENTS TO FACILITY OPERATIt;G LICENSES The C. 3. Nuclear Regulatory Commission (the Commission) has issued Amend er.: ';cs. 34 and 55 to Facility Operating License Mcs. DPR-71 and DFR-52 iss.:ed to Carolina Power & Light Company (the licensee) which revised the Licenses and Technical Specifications for operation of the Brunswick Steam Ele::ric Plant, Unit Nos. I and 2 (the facility), located in Brunswick County, 5:'-h Carolina.
The amendments are effective as of the date of issuance.
These cr.anges to the Licenses and Tech tical Specifications involve incor;cra itn of certain of the TMI-2 Lessons Learned Category "A" require-ments. Trese requirements concern (1) Valve Position Indication, (2) Shift Technical A:.isor Augmentation, (3) Integrity of Systems Outside Containment
. and (4) Icdine Monitoring.
The a::lication for amendments complies with tne standards and require-ments c# the Atomic Energy Act of 1954,-as amended (the Act), and the Commissior's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice c' the amendments was not required since the amendments do not inv0hc c significant hazards consideration.

- The_ Commission has determined that the issuance of the amendments will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(.4), an environmental impact statement or negative declaraticn and environmental impact appraisal need not be prepared in connection with issuite.e af the amendments.
