SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGQ.ATION RELATED TO AMENDMENT NO. 66 TO FACILITY OPERATING LICENSE NO. DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION, UNIT NO. 2 DOCKET NO. 50-281 Introduction By letter dated February 19, 1981, Virginia Electric and Power Company (the licensee) requested an amendment to the Surry Power Station, Unit No. 2, which would change the Technical Specifications to allow a 30 day extension of the interval for inspecting hydraulic snubbers. The extension would be a one-time extension.
' Discussion and Evaluation The Technical Specifications require periodic inspections of snubbers on a schedule ranging from 31 days 25% if more than eight snubbers are found to be inoperable to 18 months 25% if no snubbers are found to be inoperable.
3e snubbers were last inspected during the extended steam generator repair and refueling outage. During this outage, all hydraulic snubbers were removed, rebuilt or replaced as necessary, and functionally tested satisfactorily prior i
to re-installation. The last visual inspection on August 2,1980, revealed zero inograble snubbers. The previous inspection test interval was 124 l
-days 25%. The current inspection interval is 6 months 25% (in accordance with the Technical Specifications) and will expire March 19, 1981. The licen-see requests a 30 day extension. This extension would allow the surveillance i
of the snubbers to be accomplished in parallel with a scheduled maintenance t
outage, thus minimizing downtime. The maintenance outage cannot be scheduled earlier due to the required delivery time of certain materials.
We have reviewed the licensee's request and find it to be reasonable for the following reasons: (1) Thirty days is' not a significant extension of time, (2) All srubbers were inspected and maintained during the steam during the SGR outage, (4) ge, (3) zero inoperable snubbers were found generator repair (SGR) outazero inoperable snubbers would normally result in an inspection interval of 18 months 25% if it were not for the Tech-nical Specification requirement to increase the interval one step at a time, and (5) all accessible snubbers will be inspected during the required interval.

-2 Based on the above reasons, we conclude that it is reasonable to extend the current inspectica interval by 30 days which in this case would be until April 19, 1931.
Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts no an increase in pcwer level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the stcndpoint of environmental impact and, pursuant to 10 CFR s51.5(d)(4), that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.
Cenclusion We have concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendrent does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3)

such activities will be conducted in ccmpliance with the Commission's regulations and the issuance of this amendment will not be inicical to the common defense and security or to the health and safety of the public.
