This is written in response to your letter, W. G. Counsil to Boyce H. Grier, dated October 15, 1980.

Your letter requested that we provide you with Region I acceptance criteria for your forthcoming containment integrated leak rate test (II.RT) for "a test duration of less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />".

The existing Technical Specifications for Millstone Unit 1 require a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> test duration. Any shorter duration ILRT requires an NRR approved Technical Specification change prior to conducting the test.

If the shorter duration ILRT is approved then we believe the test should meet the criteria contained in the enclosure to this letter.

Docket No. 50-245 ENCLOSURE Region I Acceptance Criteria for ILRT Duration of Less Than 24 Hours 1.

The test shall meet Technical Specifications and Appendix J Requirements for Conducting the ILRT.

The testing method shall be identical to the method described in tne Bechtel Topical Report, BN-TOP-1, Revision 1, dated November 1, 1972; or the test method must be submitted to NRR for review and approval prior to conducting the test.

The Mass Point Data Analysis Technique shall be included for detennining the leak rate test acceptability, 4.

The Absolute Test Method shall be used.

5.

The test duration shall be 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> or greater.

At least 20 sets of data points shall be taken at approximately equal time intervals and in no case at intervals greater than one hour.

The test results shall meet the following:

The test shall not be concluded with an increasing calculated leak rate.

10. The last four hours of the leak rate test may be used as the stabilization time for the verification test provided the above stabilization criterion is met.
