Enclosed are the following documents which the Staff proposes to submit as testimony in this proceeding on the subject of management capability:

I am also enclosing, for the information of the Board and parties, a copy of a Memorandum from R. R. Keimig to D. T. Swanson dated March 13, 1981 regarding apparent concerns raised by TMIA.

This document summarizes the results of the Office of Inspection and Enforcement's follow-up investigation into the concerns expressed by TMIA during its deposition program, which was cut short due to a lack of funds.

The memorandum references six attachments, although only two, items 1 and 5, are included.

The remaining attachments are IE inspection reports which are identified in the memorandum.

Attachments 2, 3, and 6 were sent to the Board and interested parties as enclosures with my letter dated.

< November 28, 1980, and attachment 4 was distributed to the Board and parties at the hearing on December 3, 1980 (Tr. 7152-53).

Copies of attachments 2, 3, 4 and 6 are not being reproduced again because of their bulk.

As a clarification, the excerpts of the PAS inspection report which constitute attachment 2 consist of pages 33-58 of that report (sections 4, 5 and 6). The excerpt of the health physics report constituting attachment 4 consists of pages 119-169 of that report (section 4).

I anticipate being able to send to the Board a copy of the Staff's testi-many on health physics later this week, as well as an advance copy of the second supplement to the Staff's evaluation eport for this proceeding.

The second supplement addresses the open issues which were identifiec in tne first supplement to the report.
