Dear Mr..Ippolito:

Summary This letter is to formally document the emergency technical specification change request regarding single loop operation of our Brunswick Steam Electric Plant-(BSEP)-Unit No. 1. A copy of Mr. C. R. Dietz' March 5,.1981 letter (Serial: BSEP/81-0515) which was transmitted to NRC via'telecopy is attached for your reference. In accordance with. telephone conversations between Carolina Power & Light-

-Company (CP&L) and NRC on March 5, CP&L has implemented the attached revised technical specifications.

1 Therefore, in accordance with the Code of Federal Regulations, Title 10,' Part 50.90 and Part 2.101,-CP&L hereby requests revisions to the Technical Specificatione for its Brunswick Steam Electric Flant

Attached you will find the revised Technical Specification-

column. We have determined that.these changes involve-a single. technical

, issue and' enclose a check forfS4000 for one ClacsIII amendment in ,

accordance with 10CFR170.22.

Evrluation General Electric has previously performed a safety evaluation for operation with one recirculation loop out of service for a similar plant (refer to letter, Larry D. Root (DAEC) to Harold Denton (NRC) dated May 2, 1980, letter LDR-80-127) and has determined that this mode of operation is applicable to Brunswick Unit No. I with appropriate Technical Specification changes.

.In addition,.a plant-specific package is attached which justi-fies continued operation of Brunswick with one recirculation loop out of service.

Ceneral Electric has previously performed safety evaluations for operation with one recirculation loop out of service for similar plant (reference letter, Larry D. Root (DAEC) to 11arold Denton (NRC) dated May 2,1980, letter LDR-80-127) and has deternined that this rede of operation is applicable' to the Brv.nswick Unit No.1 vith appropriate Technical Specification changes. .
