the projected dat for issuance of a full power operating

are deeply concerned about your statement that a full-

We had ouv'ously understood that this 1180 megawatt unit would commence operation in time to meet the anticipated peak demand for electricity during the summer of 1981.
M Without this large unit in operation, there exists a very

serious question in our minds of whether there would be

Delay in the licensing of a major power facility such as inf gi--
McGuire Unit No. 1 is very costly to the ratepayers in the

Duke Power service area.
Not only does this delay pre;1ude l
the delivery of less expensive electricity but also every day j[S.. ' =~ T._

of delay increases the ultimate cost of this generating

station. Unfortunately, all of these costs will be borne by ratepayers at a time when inflation and other factors are steadily pushin; the cost of electricity upward.

This Commission certainly does not advocate a lessening 5

of administrative vigor in the effort to insure safety In

nuclear operations. We cc, however, urge sericus consicera-1 tion of the very real economic burdens cosed by increased delays which in this case seem to have little or nothing to

as a high priority as it should be, and to echilice the
