As part of this request, proposed replacement pages for Appendices A and B are enclosed.
Florida Power Corporation has previously submitted in Technical Specifi-cation Change Request Nos. 55 and 55, Revision 1 an application for a license amendment concerning organizational changes in the offsite organization for facility management and technical support of Crystal River Unit 3 that have yet to be issued by the NRC.
Change Request No.
i 55, Revision 1, which was submitted on April 23, 1980, is superseded by Revision 2.
Florida Power Corporation considers Change Request No. 55, Revision 2,

to be a Class II amendment per 10 CFR 170.22 as it involves an amendment that is administrative in nature.

This position incorporates the administrative services functions of the plant staff into a group reporting to the Assistant Vice President level which controls all administrative activities.
The Site Manager Nuclear Administration is responsible to the Nuclear Plant Manager in the area of required procedural and docu-mentation controls.
Add the Manager, Nuclear Operations Training is to report to the Assistant Vice Presi-dent, Nuclear Operations.
This position incorporates the training functions of the plant staff into a group reporting to the Assistant Vice President level responsible for all training activities within Nuclear Operations.
The Nuclear Operations Train-4 ing Manacer is responsible to the Nuclear Plant Manager in the area of required train-ing and documentation.
Reason For Proposed Change The offsite organization for facility management and technical support has been reorganized from what is indicated in the Technical Specifications.
Safety Analysis and Benefit - Cost Analysis of Proposed Change The change in the FPC organization does not modify any limits, or diminish any re-quirement applicable to the Safety Analysis; therefore, no unreviewed safety question is involved.
By naming an Assistant Vice President to be in charge of Nuclear Operations, this change demonstrates the commitment that FPC has made to support Crystal River Unit 3.
By changing the reporting of the Director, Quality Programs to the Senior Vice Presi-dent, Engineering & Construction, the functions of the Director, Quality Programs will be enhanced in regard to the execution of his responsibilites.
His reporting to a senior management position two levels above the position which is directly responsible for operation of Crystal River Unit 3 maintains his independence from the operating organization in the execution of his responsibilities.
The establishment of the position of Manager, Nuclear Engineering reporting to the Assistant Vice President, Nuclear Operations, reflects the strengthening of the Company's management of the engineering functions supporting Crystal River Unit 3.
The establishment of the position of Manager, Nuclear Materials Management reporting to the Assistant Vice President, Nuclear Operations, demonstrates the significance which FPC places on the materials management functions related to its nuclear program.
By establishing the position of Nuclear Operations Training Manager reporting to the Assistant Vice President Nuclear Operations FPC has stregthened its commitment to training.
This training is not limited to the plant staff but will improve our opera-tion throughout the Nuclear Operations organization.
The establishment of the positions of Manager, Nuclear Operations Control and Site Manager Nuclear Administration is considered to add great efficiency to Nuclear Operations, in general, thereby strengthening the overall operation of Crystal River Unit 3 and supporting groups.
