Dear Mr. Hovey:

Subject:

Charcoal / Particulate Canisters for Personnel Respiratory

~

Protection Your letter dated June 26, 1980, requested permission to use Scott TEDA-R and Mine Safety Appliances (MSA) GMR-I canisters for protection against particulate radionuclides (protection factor of 50).

Since Scott has not submitted the TEDA-R to HIOSH for testing, we have ne basis for approving the canisters use for protection against par-ticulates at this time. Your letter references only testing done by Scott, and that is limited to penetration.

The MSA G1R-I canisters (part no. 466220) which are essentially the same as the ones you propose to use (part no. 449261) have passed NIOSH testing and have been issued approval TC-14G-108. We will approve use of the GMR-I canisters part no. 449261 for those currently on your existing stock under the following conditions:

1.

Prior to use of the MSA GMR-I canister (part no. 449261),

Met-Ed must submit an acceptable testing program to the NRC.

This will include breathing resictance tests and penetration tests, and steps to be taken if defective canisters cre found.

2.

Prior to use of the MSA GMR-I canister (part no. 449261),

Met-Ed must submit test data to the HRC to ensure that canister degradation has not occurred. These tests are to be conducted in accordance with 30 CFR 11 and the TC-14G-108 approval quality assurance procedures and shall include:
