Dear Mr. Helfrich:

Enclosed please find an application filed by Sigma Chemical Company for a license to export 10.0 kilograms of deuterium oxide to India's Department of Atomic Energy (XMAT0165). This application is being referred to the Executive Branch for review in response to a request from subgroup members at the January 30, 1981 SNEC meeting.

We would appreciate your views, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-proliferation Act of 1978.
