REQUEST FOR ADDITIONAL INFORMATION BYPASS AND RESET CAPABILITIES OF ENGINEERED SAFETY FEATURES DAVIS-BESSE, UNIT NO. 1 INTRODUCTION The information provided in your letter of July 23, 1980 (from R. P.
Crouse, Toledo Edison Co., to T.. M. Novak, NRC) in response to the NRC letter dated June 24, 1980 (from R. W. Reid, NRC, to R. P. Crouse) has been reviewed and found to be insufficient to determine whether system performance is in 8
compliance with NRC criteria that apply to systems for actuating containment
. ventilation / purge valves. The criteria are intended to assure that automatic closure of the valves is not prevented by manual overriding or blocking of the safety actuation signals.
The concerns and the minimum additional information needed to resolve the concerns are identified herein. You are requested to supply the information indicated and any additional information that may be necessary to permit resolution of the concerns.
Item 1.
CONCERN - In the documents submitted for review, inconsistencies were observed in the assignment of safety actuation (SA) signals to output modules 121 and 122; because of these inconsistencies, compliance with the six evaluation criteria cannot be established at this time.
In the July 23, 1980 letter, the response to Item 2:(1) indicated that a tabulation of all devices operated by Safety Feature Actuation Signals (SF7S) was provided in Figures 7-5A through F l
of the FSAR.
The response to Item 2 (3) indicated that the internal circuit i
' drawings for these systems were provided in Drawings S9N16-1,

-3, and 4 as an attachment to the FSAR. Review of these documents revealed inconsistencies in the tabulation of signal assignments in Figure 7-5A and those shown on

Drawings S9N16-1 and S9N16-2. Signals that have inconsistent descriptions are identified by circles in the following tables. The inconsistencies observed are identified in the following table.
