Reques t for Implementation Date Extension
Dear Sir:
In accordance with 10CFR50.4S(d), we hereby request an extension on the implementation dates for the following items discussed in our Fire Protection Safety Evaluation Report:
1.
Item 3 1.7 Halon 1301 Suppression Systec 2.
Item 3 1.10 Fire Dampers 3
Item 3 2.2 Increased Fire Water Supply The first two modifications were scheduled for completion by late January, hcwever, it is now expected that completion of these items will not be accomplished by the effective date of Appendix R to 10CFR50 which is February 17, 1981. The reasons for the delay and an impact assessment are discussed below.
The major reason for delay is the installation of the fire Jampers.
Because the openings into which these dampers must be placed are not standard size openings, significant problems in design, engineering and fabrication have occurred. These problems, coupled with the desire to maintain the UL rating of the dampers, were not foreseen during the conceptual design and scheduling of the modification. Because of these problems, substantial delays in receipt of the dampers on the job site have occurred.

Denton, Director Page 2 The dampers are now on-site and every effort is being made to install them in an expeditious manner. However, our concern that installation and testing will not be complete by the effective date of the new rule prompts us to request this extension. We expect that completion of these modifications will be accomplished prior to April 15, 1981.
Completion of the Halon 1301 suppression system in the switchgear room is also effected by the damper installation. The Halon 1301 system, although installed, cannot be tested and made operational until the new dampers in the switchgear room have been installed. The presently installed dampers are not sufficiently leak tight to successfully perform this test prior to damper replacement.
The testing required for completion of Item 3 2.2 - Increased Fire Water Supply, will be performed on February 18, 1981. This test must be witnessed by our insurance underwriters as well as the equipment manufacturers to certify equipment operability and acceptable system performance. This modification has been a sizeable project, including the construction of a 350,000 gallon water storage tank, a diesel fire pump, building, and piping.
Delays have been experienced primarily caused by adverse weather conditions

and equipment delivery.
Therefore,we request that a one day extension beyond February 17, 1981 be granted on the implementation date for this item. We expect this system will be declared operational upon successful completion of the test.
We feel that the requested extension in the implementation dates for
- these modifications will not adversely affect the public health and safety.
This assessment is based on the following:
(1)'the dampers are replacements for already existing dampers, (2) the Halon 1301 suppression system is only a part of the total fire protection for the switchgear room, and (3) because the increased number of newly installed sprinklers in the turbine building combined with the existing water supply on site (two 1000 gpm pumps) will assure early fire detection and prompt extinguishment. Other newly installed modifications, such as increased fire detection capability in the switchgear room, the sealing of cable penetrations into the room, the addition of nearby hose stations and the existence of new operating procedures will provide improved fire protection capabilities and ultimately serve to provide adequate protection for the public health and safety during the extension period.
In summary, we request the following extensions in implementation dates:
