SUMMARY
OF MEETING ON EQUIPMENT ENVIRONMENTAL QUALIFICATION PROGRAM Summary A meeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Thursday, August 14, 1980. The applicant was represented by staff members of Texas Utilities Services, Inc. and Gibbs and Hill, Inc. The NRC/NRR was represented by members of the Equipment Qualifications Branch and Licensing Branch No. 2.
A list of attendees is enclosed (Enclosure 1).
The purpose of the meeting was to discuss the methodology and documentation to be used in conducting the environmental qualification program of Class 1E equipment for this facility. The meeting discussion was primarily directed to the balance-of-plant equipment.
Meeting Details The applicant described the procedures and documentation used to demonstrate an adequate equipment qualification program for Class 1E equipment. The presentation followed the outline provided for the~ meeting (Enclosure 2).
The program consists of a step-by-step procedure for each equipment item which must be qualified for accident conditions. The principal milestones in the pr ess are shown graphically in Enclosure 3.
The applicant described the procedure to be used to confirm and document the conformance of Class 1E equipment to the requirements of IEEE Standard 323-1974,-
"IEEE Standard for Qualifying Class 1E Equipment for Nuclear Power Generating Stations." During this discussion, the appifcant used a draft document dated April 11, 1980 titled, " Comanche Peak Steam Electric Station, IEEE 323-1974 Equipment Qualification Documentation Review Instruction." Copies were provided to the NRC staff. Because of its length and detail, it will not be attached to the meeting sumary. Copies are available from the Licensing Project Manager upon request.

. JAN 2 3 1981 The staff cautioned that the installed plant equipment needs to be connectible to its qualifying documentation. We must be able to establish by audit that the installed equipment is qualified to its accident environmental service conditions and that acceptable documentation of the qualification test or procedure is available.
The applicant noted that the ICSB Question 032.31 sent by NRC letter dated February 28, 1979 requested that it submit a qualification test plan, test setup description, test procedures, acceptance criteria, test results and supporting test data for at least one of each group of equipment listed (17 items).
In view of the change in NRC organization, the applicant inquired whether it should submit this information. At the meeting, the staff coninented that we had not made a decision on this matter.
(Subsequent to the meeting the staff has concluded that the issuance of additional guidance in NUREG-0588 and the staff change in review plan to an audit of the environmental cualification program documentation provides an improved review. Therefore, the applicant is not required to respond to Question 032.31. The applicant is required to respond to t'te request for information on the conformance of the equipment qualification program to NUREG-0588 described in the NRC letter dated February 21,1980.)
After a lunch break the meeting continued with a discussion of the status of NUREG-0588, issued for cornnent by a NRC letter dated February 5,1980.
Mr. Szukiewicz noted that ccmments from about 12 utilities were received, including Texas Utilities Services Inc. (TUSI). The corm:ents were valuable in pointing out those sections needing clarification. We discussed many of the comments offered by TUSI, providing guidance on the staff's meaning or intent for each item discussed.
