-v, CONSUMERS PO'4ER COMPANY Docket 50-155 Request for Change to the Technical Specification 3 Licence DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1,1964, for the Big Rock Point Plant be changed as described in Section I below:

Change (s)

The following changes reflect the additional fuel storage capacity recently added for the emergency diesel generator:

Change the wording in paragraph 3 of Section 11.3.5 3. A, Emergency Power Scurces as follows:

Replace the word "one-day" with "three-day".

Change the wording in the second paragraph of the Bases for Emergency Power Sources as follows:

In the first sentence, replace the word "two-day" with " ten-day";

and, in the second sentence, replace the word "one-day" with "three-day".

The following changes are required to correct errors and provide clarifi-cations to existing Technical Specifications:

Change the wording in Table 3.5.2.H, Limiting Conditions for Operation (Reactor Depressurization System) as follows:

Delete the word " Limiting" from the column heading to make it read

" Set Point".

Change the Fire Pump (s) Discharge Pressure set point to read "2 100 psig and 6 110 psig".

Change the 120 second time delay set point to read "fl20 seconds Following Low Steam Drum Level Signal".

Change the wording in the Bases for Emergency Power Sources as follows:

In the first paragraph, change the wording "...one to detect loss of normal power on Bus lA..." to read "...one to detect loss of normal power on Bus 2B..."

In the fourth paragraph, add " output breaker." after the wording "...

control power for the emergency diesel generator."

Discussion The above proposed Technical Specifications changes are requested to reflect a recent plant modification which increased the fuel tank capacity for the emergency diesel gener..or and to correct errors and provide clarifications to existing Technical opecifications.

The modification to increase the fuel tank capacity for the emergency diesel generator was made to reduce operator dose in the event of an accident. Additional information pertaining to this modification may be found in our response to NUREG-0737, Item II.B.2, dated December 19, 1980.

In summary, the modification and requested Technical Specifications changes assure that an adequate fuel supply for the emergency diesel generator is available so that refueling under accident conditions can be accomplished when the individual performing refueling will not receive a radiation dose in excess of 25 rem.

The requested changes in wording in Table 3.5.2.H, Limiting Conditions for Operation (Reactor Depressurization System) involve changes in set points.

The requested set points for the Fire Pump (s) Discharge Pressure are need-ed to specify a range for pump discharge pressure so that a setpoint, beyond the pump head required to provide suffic ent flow, is not inadvertently made to the pressure switches. The pump head curve shows that with the required 400 gpm being supplied by the fire system (one pump running), the pump dis-charge pressure is above 130 psig; thus, adequate margin (20 psig) is pro-vided by the upper set point (110 psig).

The 120-second time delay set point is currently incorrect and should be changed to less than or equal to (5) 120 seconds. This notation was previously correct at the time of Amendment 10 (June h, 1976). The change in column heading to " Set Point" is required to allow a range in set point as requested above.

The requested changes in wording in the Bases for Emergency Power Sources provide corrections and clarifications to accurately ref1cet the "as-built" condition of the plant. The change from Bus lA to Bus 2B is required to correctly indicate the emergency a-c power bus.

The addition of the words

" output breaker" is required to correctly indicate where control power is supplied.

The above changes are considered to be administrative in nature, providing only corrections ani clarifications which do not involve a significant safety consideration.

Conclusion (s) l Based on the foregoing, both the Big Rock Point Plant Review Committee 1

3 and the Safety and Audit Beview Board have reviewed these changes and find them acceptable.
