Dear Mr. Engelken:
In accordance with Technical Specifications Section 6.9.4.1(I) and Appendix B, Section 5.6.2(c), the Sacramento Municipal Utility District submits written confirmation of two 24-hour Licensee Event Reports.
Mr. J. Zwetzig and Mr. H. Canter were notified verbally concerning the details by R. Colombo.
Bechtel Power Corporation notified the District that five NEMA Size 3 motor starter coils will not pick up and seal in the steady state condi tion during a degraded switchyard vol tage of 214 KV in conjunction wi th a postulated LOCA. The systems involved include the four Reactor Building Upper Dome Circulators A, B, C and D and the Control Room Emergency Air Supply. The former systems will start during the initial transient but once shut down would not restart. The Emergency Air Supply could not be s tarted at a degraded vol tage of 214 KV in the swi tchyard.
A Special Order is in effect that requires the reactor operators to take corrective action to prevent the above-stated problem. At a switch-yard vol tage of 216 KV, the operator is instructed to start the Auxillary Diesel Generators, parallel with the busses, and separate the Nuclear Serv-ice Systems from the switchyard. This corrective action will isolate the safety related equipment from the switchyard degraded voltage problem.
A second and unrelated occurrence relates to a west perimeter TLD monitor reading in excess of the established report level. The TLD in loca-tion 3 read 29.5 mR for the fourth quarter of 1980. This exceeds the pre-7449. d l-f-ilW O'/5 C102o305%
