b U3 Nuclear Regulatory Cotsission Washington, DC 20555 00 9 I -.3 igis DOCFET 50-155, LICENSE DPR BIG ROCK POINT PLANT - CORE SFRAY TESTIIiG This letter is in response to your letter of December 15, 1976 in which you-requested that Consumers Power Cocpany provide justification for the assumed spray cooling coefficients for the Big Rock Point nozzle spray system and the ring spray system. This justification was considered to be required in light of recent data which indicated that core spra-/ distribution could be affected by the presence of a steam environ =ent, pressure differential and updraft.

As discussed in your letter, the steam environment can contract the solid angle of the spray flow for certain t;,p of spray no::les which have a fine spray (small diameter droplets).

In contrast, the spray no::les utilized in the Big Rock Point no::le spray and ring spray systems provide a coarse spray (large diameter droplets) and, therefore, should not be significantly affected by the presence of a steam environment.

However, to reccve any uncertainty concerning the core spray distributions in the Big Rock Pcint reactc-vessel, Consumers Power Company is pursuing a test program to verify experimentally that each fuel asse:-

bly will receive at least its minitu= design spray flow rate of 1.0 gp= under postulated accident conditions.

The 1.0 gp= design spray flow rate was used as the basis for the ECCS analyses performed by General Electric Cc=pany end Exxcn Nuclear Company for the Big Rock Point fuel (see submittal under Docket 50-155 dated July 25, 1975).

Consu=ers Power Company does not intend to r.ecalculate any of the heatup analyses of Big Rock Point fuel, and there are no plans to recalen-late the convective heat transfer coefficients between the spray flow and fuel rod cladding.

The test programs currently being pursued by Consumers Pcver Company are sun-

To verify the adequacy of the: nozzle spray system, ve.are pursuing"a test program to measure experimentally the spray distribution in a. steam environment. This l test program vill _be carried out by UUS' Corporation under a subcontract with

General Electric.. ' These tests will be perforced using 'a full-scale mock-up of-the Big Rock Point reactor! vessel and fuel assemblies which accurately reproduces the~ actual reactor and spray. nozzle configuration. The tests will include mea-surement.of the sprsy flow rate to a representative 22 out of the 8h fuel assembly locations. Tests vill be perfor=ed utilizing various steam pressures, spray flow rates; and steam injection points both above and below the-simulated reactor core.

In the event that a minimum assembly flow of 1.0 gpm is not achieved in these tests, we intend to provide ' justification for the existing systen or select and test an alternate spray nossle which vill provide the required assembly flow rate.

i-If an alternate no::le is chosen, it would be-installed in the Big Rock Point nossle spray' system during the 1977 plant refueling outage.

Ring Spray System Distribution After completion of the nozzle spray system tests described above, Consumers Power

Company plans to perform additional testing to ' determine the adequacy of the Big Rock Point ring headei spray distribution in a steam environ =ent using a ring header which duplicates the Big Rock Point ring ~ header. These tests vill be conducted in a manner similar to the no::le spray tests,.and we expect to be able to submit a report ~of the test results by the end of 1977 i
