Non-Compliance at Enrico Fermi Unit 11 Construction Site

Dear Mr. Fiorelli:

This letter responds to the infraction contained in your IE Report 50-341/80-11. This inspection of Enrico Fenni Unit Il Site Construction activities was performed by Messrs. R.B. Landsman and P.A. Barrett on July 28-30, August 13 and September 10-12, 1980.

A request for an extension of time in responding to this infraction was made to and granted by Mr. P.A. Barrett of NRC Region III.

Only the cited infraction mentioned in your report is discussed in this reply, as required by Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations. The unresolved item is being acted upon. We will be prepared to discuss this action with your inspectors on their next visit.

The enclosed response is arranged in the sequence of items cited in the body of your report. The finding and section numbers are referenced.

We trust this letter satisfactorily answers the concerns raised in your report. We shall be glad to discuss any further concerns you may have.

s Response to NRC Report #50-341/80-11 Statement of Infraction 80-11, Appendix A Infraction: Contrary to 10CFR50, Appendix B, Criterion XVI and the Enrico femi 2 QA Manual, QAP 17, Subparagraph 17.0.1, control problems with design documents had been identi-fied, but prompt corrective action was not taken to assure that accurate and current documents are being used at controlled distribution locations.

Cormctive Action Taken and Results Achieved An action plan was initiated on August 15, 1980 to expedite, and provide for, the required corrective measures necessary to assure design documents in use by field personnel reflect the current design status. The action plan con-sisted of four (4) basic steps which are described as follows:

Step No.1 - Complete the review of the actual design status versus the status indicated by the " Automated Records Manage-ment System" (ARMS) and identify descripiencies.

Step No. 2 - Input the necessary cormctions into ARMS. The database should be accurate at this point.

Step No. 3 - Provide each contractor with a special edition of Report No. 4, "EF2 Active Configuration Control Documents", to be used for checking the design documents.

Step No. 4 - Verify EF2 Site design documents mflect current design change status using the corrected Report No. 4.

This plan was implemented. Steps No. I and No. 2 were completed on August 25, 1980.

Steps No. 3 and No. 4 were completed by October 1,1980.

Discrepancies noted during the review of documents on file were corrected as they were found.

Surveillances were conducted subsequent to the review of site documents and revealed that design postings were satisfactory.

In addition to checking de-sign change postings, Report No.1, " Active Femi 2 Drawings on File" was distributed and a further comparison was made to ensure that the most curmnt mvision was on file.

Corrective Action Taken to Avoid Further Non-Compliance The following pmventative actions have been or will be taken to prevent recurmnce:

o A form has been generated for use by project personnel when discrepancies am detected in the ARMS system. The fom, called " Project Records Management ARMS Feedback Form", is filled out by anyone noting a disempancy and is sent to Document Con-trol personnel for resolution.

o The input of change paper into the ARMS system will be more closely monitored.

A concentrated effort has been made to reduce the number of open design changes against design documents by revising the affected drawings and specifications. This will reduce the large number of open design changes and lessen the burden on the document control system.

Surveillance and audits will continue to be per-l fomed to assure continued satisfactory control of de-sign documents.

Date When Full Compliance Will be Achieved All required action on this item of noncompliance has been completed and the Femi 2 Project is in compliance with requirements.
