The purpose of this letter is to twansmit for your information a h'lMg increment of the analysis of the effects of natural phenomena rela to your plutonium fabrication operation at Pleasanton, California. The subject increment of analyMs is the response of structures to earthquake hazard at your Dleasanton, California plant.
Two reports have been prepared and are encloses'.
A draft of the Los Alamos Scientific Laboratory (LASL) analysis has been reviewed, and comented upon, by those analysts who require the results to carry out succeeding analyses and by URO staff.
Separately, Dr. W. J. Hall and Dr. H. M. Newmark have provided their assess-rent that discusses, among other things, the conservatism used in the LASL report. The NRC staff has endorsed these reports for apo11 cation in succeed-ing analyses.
However, we will consider challenge of our endorsemnt when supported by credible technical bases.
The enclosed increment of an& lysis present methndology, basic data, and the results and conclusions of the study. A Task Report, prepared by EDAC, which contains the structural condition documntation on which the study is based, because of its bulk and hichly tech 61 cal content, has been given limited distribution.
A copy is available in our offices for your inspection, if you so desire.
Any connents on the enclosed analyses should be addressed to W. Burkhardt or J. E. Ayer of this Branch. They will direct resolution of coments and any justifiable revision of the analysis.
