FPC RESPONSE TO I.E. BULLETIN 80-24 ITEM 1:

Provide a summary description of all open cooling water systems present inside containment.

Your description of the cooling water systems must include:

(a) Mode of operation during routine reactor operation and in response to a LOCA; (b) Source of water and typical chemical content of water; (c) Materials used in piping and coolers; (d) Experience with system leakage; (e) History and type of repairs to coolers and piping systems (i.e.,

replacement, weld, braze, etc.); (f) Provisions for isolating portions of the system inside containment in the event of leakage including vulnerability of those isolation provisions to single failure; (g) Provisions for testing isolation valves in accordance witi-Appendix J to 10 CFR 50; (h)

Instrumentation (pressure, dew point, flow, radiation detection, etc.) and procedures in place to detect leakage; and (1) Provisions to detect radioactive contamination in service water discharge from

Crystal River Unit 3 has no open cooling water systems inside the containment.

RESPONSE

FPC experience to date with cooling water system leakap into con-

.tainment is.as follows:

Type of Closed System: Nuclear Services Closed Cycle Cooling Water System Leak Type and Amount Drips, approximately - 1.4 x 10-4 gpm.

of Leakage:

250 gallons collected over a period of 4 months (8/7/80 to 12/8/80).

Leak Location:

Reactor Coolant Pump "C"

oil cooler header inlet and outlet flanges.

Method of Detection:

Low Oil Level (with "C" RCP) Alarm in the control room on 12/8/80.

Plant was shut down for oil addition. During the oil addition, water was found dripping l

from inlet and outlet flanges of oil cooler header and accumulating in the il!

RCP oil collection system.

Corrective Actions Tightened oil cooler header, inlet and outlet flanges.

This stopped leaks.
