This letter is to acknowledge receipt of your Inspection Report Number 50 440/
j 80-18, attached to your letter dated September 12, 1980, which I received on j
September 15, 1980. This report identifies areas examined by Mr. E. W. K. Lee during the inspection conducted August 27 through 29, 1980.
Attached to this letter is our response to the item of noncompliance described in Appendix A, Notice of Violacion.
This response is in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations.

' RESPONSE TO ENFORCEMENT ITEMS
'Below is our response to Appendix'A, Notice of Violation, of United States Nuclear Regulatory Commission 1. E. Report 50-440/80-18.
I.
Nencompliance 440/80-18-01 A.
Infraction i
10CFR50, Appendix B, Criterion IX, states that, " Measures shall be established to assure that special processes, including welfing, heat treating, and nondestructive testing, are controlled and accomplished by qualified personnel using qualified procedures in accordance with applicable codes, standards, specifications, criteria and other special requirements.
Cleveland Electric Illuminating Company PSAR Section 17, paragraph 17.1.9.1 states, in part, that "...Special processes to be used during the manufacture and installation of equipment shall be established and controlled in accordance with approved procedures..."
Pullman Power Products (PPP) Welding Procedure No. 1T1-III-1-KI-12, dated February 5,1979, limits the weave bead technique to five times the electrode diameter.
Contrary to the above, on August 27, 1980, the inspector established:
a.
The cover pass of the weld bead width of the High Pressure Core Spray System Weld No. 06 on Isometric drawing No. 1-E22-5 was 1 1/4" and 1/8" diameter electrodes were used.
b.
At least a pass of the weld bead width of the Residual Heat Removal System Weld No. 06 on Isometric drawing No. 1-E22-5 was between 7 /8" to 1" and 3/32" diameter. electrodes were used.
B.
Response
1.
CQE Observation Action Request 267 and Nonconformance Report PPP-373 were initiated to document the inspector's observations.
During subsequent resolution meetings held between representatives from PPP, Construction Quality Engineering, and the Project Organization Welding Engineers, it was concluded that a formal definition of weave per ASME Section IX would be added to each PPP General Welding Standard (GWS).
In addition, PPP has committed to establishing acceptance criteria for the "as-deposited" toe to toe dimensions resulting from acceptable weld weave techniques.

The procedures will be revised to incorporate this information, and these additional provisions will be communicated to PPP personnel through their on-going program for Indoctrination and Training and for up-grading welders.

Full compliance will be achieved by October 31, 1980.
